Stairing at a fence

Sometimes, no longer used infrastructure is just left in place.  These barely noticeable stairs lead from the railroad tracks at the Piers signal mast up to a ... fence?  

 

Who lives here?

 

Passing by, a spider web in this fence post catches the eye:

We peek in, and spy:

 

It's a spider.  Oh my! 

 

That may very well be a spider of the Agelenidae (funnel-weaver) family.

The reflection of the sun from a window across the street illuminated this one small section of the fence - making for a seemingly perfect and irresistible setup for a relaxed view 3d photo.  The curved wall of the building adds to the 3d effect.
